Does he love me or not?

So I’ve been dating this guy for about 3months now. We got in a big argument last night and things got a bit emotional. We resolved it and apologized and he was about to say he loved me then changed his mind. When I asked him what he was about to say and why didn’t he continue he said that he felt caught up in the moment but in actuality didn’t feel like he was ready to say it yet, he was gonna say “something that should not be said right now”. Does the fact that he didn’t say it means he doesn’t love me or does it mean that he does but doesn’t feel like it’s the appropriate time (Whatever that means) to say it. I also feel as though I love him but mainly because of me not being sure how he felt I don’t feel confident in saying it, especially after last night.
