Hasn't contacted me in a week

So I (26) met a guy (36) through an app and we’ve been seeing each other every week since more than a month. He even asked to meet me before I leave for 2 weeks holidays, which I felt was nice cause I got a feeling he might be shy. So I came to his and watched a movie but nothing happened.

I met some of his friends, and hung out with his best friend, he met my best friend, and we are doing a lot of fun things together. However, he never initiated anything more, not even a kiss, so I started wondering where is this going, are we even dating? He is older so I assumed he wouldn’t be shy but I don’t know.

In the past weeks I felt a bit insecure about this ‘situation’, however, the regular meetings made me a bit more secure that it might lead to something. However, he hasn’t texted me once while I’m away (a week, coming back in a couple of days). I sent him a picture once, he replied but it was a closed-ended statement, so I didn’t say anything as I felt I had to initiate.

I feel I am in this limbo, I made a decision I’ll wait for his move but I am not even sure if he’ll ever message me again. It’s been over a month since we first met, but no progression. Should I move on? Thank you :(
